Whereas COSadmin works only with individual  UNIX systems, COSuser operates across collections of UNIX and Windows servers. COSadmin is a UNIX system administrator's tool, whereas COSuser provides extensive facilities for managing the IT user community from a central point.

COSuser is OSM’s extensive user provisioning and security solution for larger enterprises building an identity management service. The user provisioning is policy-based, and includes account administration, role-based access control and password synchronization. It is employed on IT infrastructures supporting numerous applications running on distributed servers.
